Lin-gang Special Area pushes boundaries in business environment optimization

The Lin-gang Special Area in Shanghai recently held its 2025 Business Environment Optimization Conference, outlining plans to further enhance the local business environment. Since its inception in 2019, the area has generated 30 innovative cases in this field and attracted over 115,000 new enterprises.
Lin-gang Special Area's strength lies in institutional innovation, with high-level openness as its core competitiveness. This year, it aims to strengthen openness and innovation in cross-border and offshore finance, trade, data, healthcare, and shipping services. Targeted institutional innovations addressing enterprises' development challenges will also be implemented.
Shanghai released its latest business environment improvement action plan on Feb 5, with a focus on enhancing the experience of enterprises. During the conference, Lin-gang Special Area emphasized that enterprise services and investment attraction were equally important. A "project service package" mechanism ensures seamless government services from initial investment intent to project completion, reducing the average time to obtain a construction permit by 20 percent. This year, Lin-gang Special Area will establish a public resource pool for enterprise services, ensuring that enterprises can easily receive assistance.
